The challenge

In 2024 alone, Raipur district reported 1,894 road accidents and 524 fatalities — many of them avoidable if the patient had reached the right hospital within the golden hour. Ambulances often hopped between hospitals searching for capacity, hospitals were unprepared on arrival, referrals happened over phone calls with no audit trail, and the CMO had no live visibility into pre-hospital care. The system needed to coordinate seven distinct stakeholders, work over poor connectivity, and remain usable by an EMS nurse in under 30 seconds while a patient is being transported.

The solution

We built Golden Hour as a three-surface platform — a Flutter mobile app for EMS staff, hospital incharges and doctors; a React + FastAPI admin console for the CMO; and a notification spine that fans out via push, SMS and SOS messaging. Patient details captured at the accident site auto-submit in 30 seconds, the system recommends a priority-ranked hospital list using live capacity data, the chosen hospital's head doctor either assigns or refers the case, and the receiving doctor gets ambulance tracking and ETA before the vehicle arrives. Handover is locked behind a one-time QR / OTP, so the case can only close when the doctor physically takes charge. Every action is logged for the CMO's live monitoring dashboard.

    assignment audit, and district — level analytics.

    runs with hospital staff and iterated on referral notes, SMS templates and the offline — tolerant sync model.
